Legal Requirements Under Canadian Law

Pleasure Craft Operator Card (PCOC)

Every person operating a motorized pleasure craft in Canada must carry a valid Pleasure Craft Operator Card (PCOC). This is a federal requirement under the Canada Shipping Act and applies to all of British Columbia.

The PCOC is obtained by completing an approved boating safety course and passing an exam. It's valid for life and can be obtained online through providers like BoaterExam.com.

No PCOC = No rental. This is non-negotiable.

Life Jackets (Personal Flotation Devices)

Transport Canada requires that every vessel carry one approved life jacket or PFD for each person on board. Life jackets must be:

  • The correct size for each passenger
  • In good condition (no tears, missing buckles, or waterlogged foam)
  • Readily accessible (not locked in a storage compartment)

At Lake Day Boat Rentals, we provide life jackets for all passengers. We inspect them before every rental. We strongly encourage all passengers — especially children and non-swimmers — to wear their life jacket at all times on the water.

Required Safety Equipment

In addition to life jackets, every vessel must carry:

  • Fire extinguisher — required for boats with enclosed spaces or fuel tanks
  • Visual distress signals (flares) — for use in emergencies
  • Buoyant heaving line (throw rope) — at least 15 metres long
  • Sound signalling device — whistle or horn
  • Navigation lights — required for operation between sunset and sunrise
  • Bailer or bilge pump — for removing water from the hull

Age and Operator Requirements

  • Minimum age to operate: 16 years old (with PCOC)
  • Minimum age to rent: 18 years old
  • Passengers: No minimum age, but children must wear properly fitted life jackets at all times

Speed Limits

  • 10 km/h within 30 metres of shore, docks, swimmers, or other vessels
  • No-wake zones near marinas, swimming areas, and designated zones
  • Open water: operate at a safe speed for conditions

Right of Way

  • Vessels under sail have right of way over motorized vessels
  • When two motorized vessels approach head-on, both should turn to starboard (right)
  • The vessel on the right generally has right of way in crossing situations

Alcohol

Operating a vessel while impaired by alcohol or drugs is a criminal offence in Canada, carrying the same penalties as impaired driving. Zero tolerance is our policy. Anyone who appears impaired will not be permitted to operate our vessels.

Emergency Procedures

Person Overboard

  • Shout "Person overboard!" and point to the person in the water
  • Throw the buoyant heaving line immediately
  • Keep the person in sight at all times
  • Manoeuvre the boat carefully to retrieve the person
  • Call 911 if the person is injured or unable to assist themselves
  • Engine Failure

  • Don't panic — the boat will drift safely
  • Drop anchor if near shore or in traffic
  • Call our support line immediately
  • If in distress, use flares or call 911
  • Fire on Board

  • Shut off the engine immediately
  • Use the fire extinguisher on small fires
  • If the fire cannot be controlled, get everyone into life jackets and off the boat
